This specimen was lot 1357 in Jean Elsen sale 120 (Brussels, March 2014), where it sold for €80 (about US$132 including buyer's fees. The catalog description[1] noted,
"FRANCE, Cinquième République (1959- ), AV 100 euro, 2008, Semeuse. Etui original de la Monnaie de Paris. Fleur de Coin. (France, Fifth Republic, gold one hundred euro of 2008. Uncirculated with original box.)"
The treaty which established the euro in 1999 gave specifications for the one cent thru two euro coins which are legal tender throughout the European Union. Higher denominations are not legal tender and each country is free to issue commemoratives as it sees fit, a right the Paris mint has ruthlessly exploited. This tenth ounce gold coin is listed for 2008-10.
