This type was struck 1823-36 at Popayán. It is somewhat common. Assayer FM is listed for 1822-30. This specimen was lot 40333 in Stack's Bowers ANA sale (Philadelphia, August 2018), where it sold for $1,440. The catalog description[1] noted, "COLOMBIA. 1828-RU/M Escudo. Popayán mint. MS-61 (PCGS). Bright pastel tones cling to the rims on both lustrous surfaces. The lower central reverse is a bit soft, but otherwise this is a very pretty and well preserved specimen. From the Eldorado Collection of Colombian Coins. Ex. Henry Christensen's sale of October 1976, lot 167."
